I look at "I" for example, and the photo shows 5--4.5 x 8.5 and 1--8.5 x 8.5. You cannot make the baby size from just 1/4 yards, but you can make it with just fat quarters. Because there is strip piecing in the pattern, I used 1/4 yard cuts to simplify things, but you are correct about the fat quarters.
